Default CFD's - Short/Long Term Positions

Hello. I'm an engineering student and I've only recently started reading up on finance. A question that has been left for me is who CFD's are signed with. Is it only brokers that can go on short positions when buying, delaying the delivery of the shares to the buyer to pocket the difference, or can regular investors also do this? Thanks in advance.

My money manager trades some CFD's for me, and he just buys or sells them instantly. CFD's also just roll over, so they are not deliverable.

I am not quite sure if I have your question right??
