Couple of questions:
- is primary legislation needed to allow mortgage to be on the property (ie kept with the property beyond the eventual sale or default). This appears to be an advantage to me, so long as energy savings are still being made, new owner will not have to pay anything and will get the benefit.
- who's going to finance the loan - the orginal mortgage company or AN Other?
- how would this apply to leasehold property
