Default Interest dropping

Hello,

I'm trying to understand further some macroeconomic parameters: could someone provide a easy (understandable) yet accurate (academically rigourous) explanation of why the interest rate are dropped by Gorvernment, specially the US Government (0.75%) with this stock market crash scenario?
