Default Prepaid cards for teens?

Today I went looking at prepaid credit cards to use with our pre-teen. I thought that the GreenDot student card was what we were looking for but not only must you put a sum of money on the card immediately AND pay an activation fee, if you don't put money on it at the time of purchase and/or wish to reload the card you must pay a $5 each time you want to fund the card.

I'm looking for something that I can fund at my discretion or on a regular basis. Any suggestions?

I like the available VISA debit cards. I figure the $5 fee would be better than the credit card interest fees, possible problems with kids and cards. I favour it. It's a good way to teach kids to handle the cards.

I don't mind a card fee, but I do mind a fee every time I want to add money to the account. That's what I find ridiculous. There must be some other version of this where you can automatically add funds without having to pay to do it.
