Default Using Card to get foreign currency?

I'm new to the whole terminology associated with credit cards as I have no prior experience with them.
I know you get charged more if you withdraw money, so can you go in to a currency exchange and get euros by using the card?

If you do that, you'll end up paying the foreign exchange fees twice - once by the credit card provider, and once by the currency exchange provider.

So far as I understand it, the credit card with the lowest overseas fees is the Nationwide Credit Card, which was actually free from fees until June, but even after, will have the lowest on the market.
